The project involved support for the feasibility study with transportation insights and elaboration of the cost-benefit analysis of the Bus Rapid Transit (BRT) network envisaged by the PUMS of the Municipality of Taranto, which has among its objectives the reduction of private traffic in the central areas of the city and a radical transformation of public transport services.
Technically, the BRT involves:
1) the use of high-capacity vehicles, characterized by low (or zero) emissions and a fully low-floor design
2) a route with equipped and comfortable stops, where infrastructural works are planned for seat protection and traffic control and regulation facilities for traffic light priority of the bus over private traffic.
The BRT project has a total extension of 71 km. The “Red Line” Paolo VI - Cimino has a development of 44 km and connects the Paolo VI district to the Pineta Cimino serving, in its route, the Isola, the Borgo district, via Dante and the Auchan shopping center. The “Blue Line” Tamburi - Talsano has a development of about 39 km and connects the Tamburi district to the Talsano district serving in its route, the Isola, the Borgo district, the hospital, the Navy base and the city suburbs.
The two lines are partially overlapping for about 9 km in order to double frequencies throughout the central area of the city.
TRT carried out support activities in two phases.
In Phase I, preliminary input was given to the project alternatives and the cost-benefit analysis was developed in accordance with the Ministry of Infrastructure and Transport's guidelines for applying for access to mass rapid transit resources for the Red Line alone.
In Phase II, the cost-benefit analysis was developed, following the guidelines of the Ministry of Infrastructure and Transport and the European Commission for the evaluation of investment projects. The cost-benefit analysis evaluated the two BRT lines and the necessary changes in the conventional public transport network, compared with the solution of not implementing the project.
The cost-benefit analysis also included risk analysis, both qualitative and quantitative. The latter was prepared with dedicated software.
